Pushing the Envelope; the Fourteenth Finance Commission’s Conditions on Local Government Grants

Posted on:04-04-15

I concluded last week’s blog with the observation that the FFC has the leeway to suggest ‘measures’ to ‘augment’ the Consolidated funds of States, to ‘supplement’ the finances of Local Governments. On a plain reading, these words seem to convey two critical aspects of the Finance Commission arrangement:

Decentralisation, elite capture and poverty reduction

Posted on:02-01-15

My previous blogs had dwelt on the successes of the poverty eradication approach of Elapully and Nedumbassery Panchayats in Kerala. However, I had also questioned the completely local approach to poverty reduction and wondered whether that might succeed in all conditions.

School Management Committees: Successes, Challenges and Opportunities

Section 21 of the Right to Free and Compulsory Education Act 2009 (RTE), mandates the formation of School Management Committees (SMCs) in all elementary government, government-aided schools and special category schools in the country. The RTE Act envisions an SMC as the basic unit of a decentralised model of governance with active involvement of parents in the school’s functioning. Read more »

The Jawaharlal Nehru National Urban Renewal Mission saga continues. Where did I put those conditionalities?

Posted on:06-06-14

In the beginning, the Government of India did not insist that States ought to implement the conditionalities imposed by it, for securing funds under the JNNURM. A period of adjustment was given to States, to implement the two directives of the Government of India, namely, to enact a public disclosure law and a law for public participation. Read more »

Spectators or Participants? Examining the Effects of Social Audits on Citizen-State Relations and the Local Politics of Corruption in Andhra Pradesh

How does a hierarchical, top-down state respond to efforts to become directly accountable to its citizens? This paper analyses this question through India’s experience with implementing social audits for the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) in the state of Andhra Pradesh (AP), India. Reform or else: the Jawaharlal Nehru National Urban Renewal Mission and the death of an idea

Posted on:01-06-14

Today, the Government of India has announced that it will scrap the Jawaharlal Nehru Urban Renewal Mission (JNNURM) and replace it with a new scheme for building a hundred smart cities. This signals the death of an idea and possibly, the rolling out of a new one. Read more »

How a local database was undermined; the death of the local Aadhar

Posted on:23-05-14

This story does not have a happy ending.

My blogs over the past few weeks described how the Panchayat members in Karnataka conducted participative surveys in their constituencies, to create local databases of families. We were struck by the enthusiasm shown by Panchayat members in collecting data from their constituencies. Some of the innovations, such as the practice of taking pictures of people standing in front of their houses and adding these to the database, were picked up and replicated in several Panchayats. The local Aadhar; how the campaign was conducted

Posted on:09-05-14

In this blog, I continue the story of how, in 2003, Panchayat members conducted participative surveys across all Panchayats in Karnataka to create local databases of families. This was done as part of the BPL survey, which is undertaken every five years to determine how many people live below the poverty line. Read more »

Pedagogy to train SMC members needs to be Critical Pedagogy

Posted on:22-04-14

Anthony Chettri, Accountability Initiative

Community based organizations such as School Management Committees (SMCs) have a significant role in functioning of schools. The recently introduced RTE Act has made the formation of SMCs mandatory. SMCs, if empowered with proper training based on critical pedagogy, can really play a greater role in school governance. Read more »
